If my character already has a name, do i have to register that? since the numbers are given out?

Yes..I have a similar question XD. My character names himself from a travel handbook he found. He no longer goes by his number, but is okay if people find it and call him by it. Is this allowed? If so how do we write this in the apps?

If it is a number name, I would prefer that it would most likely (in this case, depending on which one of you creates their charrie first) be 12 or 13. Though, answering White's question as well, your character can have a nickname if their is a good cause for it. It still must have it's number placed somewhere on it, however.
